What Value-Based Approach does
We implement the VBA in our evaluations, researches
and education practices.

The Value-Based Approach (VBA) is a scientifically tested method derived from the cultural economics. It stresses the role of values, and points out the different logics for the realization of those values.
It is developed by team of cultural economists at the Erasmus University. Its theoretical foundation is laid by professor Arjo Klamer in his book “Doing the right thing”, 2017.
The Quality Evaluator
VBA principles applied to our quality evaluator
The Question
How to evaluate qualitative outcomes? How to determine that a social or cultural organisation is doing well, that governmental organisations achieve their goals, or that commercial organizations realize their non-commercial objectives?
Our Answer
We are used to quantify results and judge accordingly. But social cohesion, good music, good care, good education—to name a few qualitative goals—are not to be caught in numbers. They are qualities that call for a qualitative evaluation.

How does The Quality Evaluator work
1. Realizing values: first awareness
This stage includes three steps: defining the purpose, identifying stakeholders, identifying expected values.
2. valorization of purpose
At this stage a project, program or policy is designed and implemented to realise the expected values.
3. Evaluation
This stage reflects the experiences of the stakeholders. This is done by surveys, interviews, panels, or narrative methods.
